The Community Development Department (CCD) oversees all land use decisions in the unincorporated areas of Grand County and ensures that the area develops in accordance with the county's general plan.

As the Grand County community expands, the department aims to guide development and economic growth in positive ways.

Short-Term Rental Complaint Portal

If a home in your area is being rented as a vacation rental (or other type of rental for less than 30 days at a time), click here to ledge a complaint if they are exceeding noise expectations, parking, garbage, or other issues.

Quarterly Economic Reports

The CDD develops quarterly economic reports for the Moab area, including the most up-to-date data on the City of Moab, Castle Valley, and the unincorporated areas of the county.

2017 Moab Area Affordable Housing Plan

The City of Moab, Grand County, and the Interlocal Housing Task Force recently updated the area's Affordable Housing Plan. To learn more and access the plan, visit either the Housing Plan website or the Interlocal Housing Task Force page.

Moab Area Housing Resource Guide

In fall of 2016, the department partnered with the Interlocal Housing Task Force to create an online resource guide dedicated to community and economic development. It hosts a wealth of  information and tools about affordable housing, economic development, public health, and energy and sustainability in the Moab area. The website can be accessed here.

Land Use Appeal Authority

Grand County utilizes a single Hearing Officer to serve as its land use appeal authority on an as-needed basis. The Hearing Officer provides quasi-judicial review of administrative land use appeals and variance requests. Craig Call will serve a term of five years ending December 31, 2020.
